The Golden City got smashed pretty good. Clean up started almost immediately. Along with T'challa, the Dora's were out cleaning up as well, which included the physical destruction and cleaning up the dead.

Storm's insider information lead to the Avengers attacking the Limbo Volcano to get the other heroes out. T'challa went with them. Cap said the Avengers would help with Wakanda clean up after AvX ended... that never happened.

Despite T'challa fighting alongside Storm to free the captured Avengers, mutants/X-men in general were labeled enemies of Wakanda, and barred from entering the country. Even the "good" mutants were unwelcomed, as Logan found out.

In addition to the physical destruction of Wakanda, it appeared to put a mental strain on Wakandans as well. Citizens were getting perturbed by T'challa's choices, leading one to try and get the attention of Queen Shuri... with a knife.

The Dora's were starting to question T'challa's choices as well. It seems they felt vulnerable and weak due to the attack and were getting aggravated by T'challa playing super hero. This timing was before the Incurions, so it seems the Dora were mad that T'challa went with the Avengers to fight the Phoenix X-Men. Who were the ones that got Wakanda flooded. I am curious to why that is a bad thing, as getting revenge should be right up the alley. But, Roxanne bends past stories to fit her story so whatever. They were mad.
